What is the international community's most common view on nuclear proliferation? A. The threat of global nuclear war is very high, so all nuclear weapons should be destroyed. B. If all states possessed nuclear weapons, the threat of nuclear war would decrease. C. Proliferation increases the risk that terrorists could obtain and use nuclear weapons. D. Nuclear proliferation is no longer a concern because the US and Russian stockpiles have been reduced drastically.
I think that the only thing on which the international community would agree is that C. Proliferation increases the risk that terrorists could obtain and use nuclear weapons. Some states (among them US) insist on their right to have nuclear weapons - which is why we can't destroy them all altogether.
