What you have to do is turn the percent into a decimal. To do that, the first thing you have to do is turn 7% into a fraction. To turn a percent into a fraction you have to put the number over 100. So the fraction is 7/100. Now turn it into a decimal. When you divide by 100, the decimal is moved 2 places to the left so the decimal is .07 so .07 is your answer.
