Totalitarianism hinges on a dictator or central figure that makes all decisions regardless of what the people want. Democratic regimes are different in that there is a majority party or vote and a minority party or vote. In a democratic regime the people have a chance to be heard and voice their concerns but the majority wins every time and no concession is made for the wants or desires of the minority opinion or party.
